DETERMINE - An EU Consortium for Action on Socio-Economic Determinants of Health (2007-2010)

Summary
This project brings together a high level consortium to apply evidence based approaches across policy sectors in the EU and its member states. The consortium is comprised of governments, health bodies, institutions, organisations and institutions from 26 countries. These bodies will analyse and apply the most relevant and important knowledge on socio-economic determinants of health (SEDs), introduce new innovative pilot projects and develop and implement awareness and capacity building programmes.
Objectives
- To generate greater understanding and to change conceptions and approaches amongst policy makers and practitioners, so that all policy sectors take the issues of health and health equity into consideration when developing policy;
- To identify comprehensive approaches that can be used to influence policy;
- To apply established and emerging approaches and tools that have been identified to existing and new policies and programmes;
- To focus discussions on how socio-economic determinants can be influenced to address health inequalities;
- To translate relevant global work on social determinants to the EU policy context, and vice versa, via shared learning with global bodies (WHO, OECD etc.) on effective approaches to develop Health In All Policies (HIAP) from the EU and Member States;
- To progress Presidency priorities and conclusions at EU, national and sub-national levels through consortium actions, policy interventions, evidence-based support for investment decisions, awareness raising of innovative approaches and transferable practices;
- To disseminate the Consortium's work.
Activities and outcomes
1) Analyse the evidence in the EU on socio-economic determinants, including a review of how other policy areas can contribute to health.
2) Use the above information to identify gaps, possible synergies and new opportunities, to promote ‘whole government' and ‘healthy governance' approaches.
3) Clarify the cost benefits of HIAP to aid investment decisions.
4) Recommendations for implementation.
5) Raising awareness on the socio-economic determinants in public health and relevant sectors at the national, EU and global level in order to influence change in public health actions.
6) Develop supporting materials to train and build capacity at the European, national and sub-national levels.
7) Make informed and better quality inputs into EC and national multi-sectoral policy processes.
8) Identify emerging and innovative approaches to influence positive behaviour change amongst socially vulnerable groups in the EU (social marketing and public/private partnerships).
9) Pilot interventions in the area of social marketing and public/private partnerships that focus on reaching the most vulnerable groups.
10) Develop a web-based resource of knowledge and tools in the EU context on socio-economic determinants that will support policy making in public health and other policy sectors.
11) Organise and participate in high profile, multi-sectoral events in participating EU Member States and EU Institutions.
Publications and documents
DETERMINE's outcomes were fed into the Employment, Social Policy, Health and Consumer Affairs Council conclusions on ‘Equity and Health in All Policies: Solidarity in Health', through the EU Spanish Council Presidency. The Council met on 7-8 June 2010, and also endorsed the opinion of the Social Protection Committee on the EC Communication on Health Inequalities.
