Mental health is an issue that concerns everybody. It effects people on many levels, from psycho-social matter to more in discussions concerning education, justice and employment. The first Luxembourg Symposium on Mental Health will explore the various organisations can promote mental health, and more specifically the reintegration and participation in society. Conference on youth health "Be healthy- Be yourself " - Brussels
The two day conference on Youth and Health, organised by the European Commission in cooperation with the European Youth Forum and other youth organisations will be opened by Commissioner for Health, Androulla Vassiliou, on 9 July in Brussels. About 400 people are expected to attend. This includes young people from across Europe, representatives from youth organisations, health professionals working with and for young people and national and EU Institutions. The conference aims primarily to listen to young people and to involve them in the decision making process about their health. It also aims at generating commitment from stakeholders to improve the health of young people.

The 2008 Enmesh Conference will focus on selected research aspects involved in four leading topics. The key topic is the relationship between the therapist, the patient and the family: this topic pertains to the three entities that take part in the treatment and allows for analytical research from the three perspectives. This year's congress theme is "Impact of Culture on Mental Health: East meet West". The innovative programme will cover four tracks: Importance of Environment on Mental Health, Cultural Issues on Mental Health, Advancement in Care and Treatment, and trends in Promotion and Prevention of Recovery. Post-congress workshops will also be arranged in major cities in Mainland China to promote cultural exchange and exposure for the delegates from both the East and West.

MHE conference 2007, “No Health without Mental Health: from slogan to reality” - Vienna, Austria
The MHE conference will focus on the outcomes of the consultation process of the European Commission’s Green Paper “Improving the Mental Health of the Population” and the upcoming strategy for the next years. The focus of the conference will be on the connection and the coherence between European policies and the impact they have on the mental health of the population. Lectures, round-table discussions and workshops will give opportunity for sharing information and deepening knowledge but also for exchange of best practices. EHMA Conference, "Shaping the Future for Community Action on Health Services" - Brussels(Belgium)
The conference is organised by EHMA (European Health Management Association) in collaboration with the European Commission. Following the consultation period launched at the end of September by the Commission with a Communication and ending on 31 January 2007, this conference will provide a landmark occasion to allow interested stakeholders to exchange views with the Commission about appropriate instruments for the provision of health services throughout the EU's borders as well as concrete actions that the European Union can take to bring greater legal certainty where it is currently lacking. 1st Equality Summit and Opening Conference of the 2007 European Year of Equal Opportunities for All - Berlin(Germany)
Increased diversity in a changing, multicultural society is one of the greatest challenges facing the European Union (EU). In recognition of this diversity and in order to highlight its positive value in society, the EU has declared 2007 the European Year of Equal Opportunities for All and hopes through this initiative to contribute to a just society. In order to help achieve this goal, an Equality Summit at ministerial level will be held every year, bringing together high-ranking representatives at EU and national levels. The first Equality Summit is to be held by the German Presidency of the European Council in Berlin on 30 and 31 January 2007. At the same time, the 2007 European Year of Equal Opportunities for All will be inaugurated in collaboration with the European Commission. This will be the first time that high-ranking representatives from the Member States, the social partners, civil society and European anti-discrimination bodies come together to discuss the promotion of equal opportunities in Europe.

MDAC (Mental Disability Advocacy Centre) Conference on inspectorates of mental health and social care institutions in the European Union, - Budapest(Hungary)
Inspectorates, or monitoring bodies, are a crucial element in protecting the human rights of people with disabilities, yet few countries in the European Union (UE) have effective systems. The conference aims to share best practices from "old" and "new" Member States, and will encourage all EU countries to ratify and implement the Optional Protocol to the Uited Nations Convention Against Torture. The conference is funded by the EU. It focuses on governments' obligation to establish independent inspecting/monitoring systems of mental health and social care institutions. The conference brings together non governmental organisations, ombudspeople and governments from a number of different countries in "old" and "new" member states of the EU.

SMES-EUROPA 10th Conference, “After 15 years…” - Rome, Italy
15 years ago (1992), in Rome, a 1st seminar was organized to mark the beginning of the SMES’ movement. Today discrimination and stigmatisation, marginalization and poverty touch more and more people, extreme exclusion makes more and more victims… Why? From 1992 to now on all the efforts against exclusion and discrimination, in order to promote citizenship do not have given the expected results. Why? The aim of the conference is: 1. A retrospective evaluation: “…what is the situation after 15 years?,” what has been changed in a positive or a negative way? 2. Perspectives and proposals for the future, for absolute priorities in right and access to health and social services for homeless people.

"Empower", a European Civil Society Forum - Bergamo(Italy)
This forum, organised by the European Commission, will be based on the EU White Paper on Communication Policy which was presented last February (COM(2006)35 final). The "Empower" Civil Society Forum is an event designed to provide the European Commission with specific opinions and recommendations on how to improve the EU communication and information, empowering citizens and participatory democracy. The "Empower" forum's aim is to explore how we might begin to fill the still existing gap between European Citizens and Institutions. In order to do so, the Forum is expected to adopt some concrete suggestions related to a set of priorities recalled by the White Paper: the European Public Sphere; improving civic education; connecting citizens with each other; connecting the citizens and the public institutions; the digital divide. The forum will be divided into two half-day plenary sessions (openings and conclusions) and one day of parallel workshops.

2nd belgo-senegalese conference on mental health, “Désarrois et Constructions – Les intervenants face aux nouveaux contextes” (“Helplessness and Building – Players facing new backgrounds”) - Dakar, Senegal
In Africa as in Europe, ways of life are changing. Economic constraints, social contingencies and new emerging cultural references are giving rise to these changes, which act on the people’s physical and mental health, especially on the most vulnerable. 3rd Three-Country Convention Care in Psychiatry – “Wissen schafft Pflege – Pflege schafft Wissen: Psychiatrische Pflege als Praxis und Wissenschaft“ - Vienna (Austria)
This convention is the third one in a series of joint conventions for psychiatric care in the German speaking countries: Germany, Switzerland and Austria. After two successful annual conventions, 2004 in Bielefeld (Germany) and 2005 in Bern (Switzerland), this year’s event is going to take place in Vienna. Psychiatric care is subject to dynamic change. Closely connected to the health and psychiatry reforms in the different countries, psychiatric carers are discussing values, concepts and standards of practice. CEES-ENA International Colloquium, “The right to employment of disabled workers in Europe: Some worthy examples for the public services?” - Strasbourg, France
The treaty on the European Union lays down as a principle in Article 13 the fight against any discrimination, based among other things on “disability”. A Council Resolution of 15 July 2003 on promoting the employment and social integration of people with disabilities invites the Member States and the Commission, within their respective competences, to undertake new concrete measures to promote the employment and social integration of people that are said to be “disabled”. What do the policies of fight against discriminations in the professional sector provide for at the international and European level? How do governments and public administrations in Europe tackle these new obligations and what provisions do they provide for? What experiences and good practices are found in the EU member States? How can public institutions encourage the whole of society to better interact with all its citizens? What coordinated action plans can be established by the States and the European institutions to encourage employment in the public sector of people recognised as disabled? The colloquium, organised by the CEES-ENA(Centre des Etudes Européennes de Strasbourg – Ecole Nationale d’Administration), will attempt to take stock of these questions by inviting to Strasbourg national and international experts coming from the research field and administrative practice as well as from the civil society. The objectives of the colloquium are information and exchange of innovative practices but also the creation of new inter-administration and multidisciplinary networks aiming at harmonising the efforts in this field and at thinking about an approach that would target the challenges of a society evolving with diversity

WARP IX World Congress of Psychosocial Rehabilitation - Athens, Greece

European Symposium “Improving the Lives of Young People with Intellectual Disabilities in the areas of Health, Social Inclusion and Sport”, in conjunction with the Special Olympics European Youth Games - (Rome, Italy)
Current evidence suggests that most young people with intellectual disability grow up without the same level of services and support as their peers without disabilities and, as such, reach adulthood without the skills needed to become productive and fulfilled members of society. At worst young people with intellectual disability are misunderstood and often picked on by their peers, lacking in self-esteem and, in general, socially isolated. In conjunction with the Special Olympics European Youth Games – Rome 2006, a European Symposium is being organized to present and discuss the key issues facing young people with intellectual disabilities in the areas of health, social inclusion (with an emphasis on inclusive education) as well as sport and physical education. «Voile en tête 2006», between Marseille, La Ciotat, Les îles du Frioul, Martigues, Les Calanques… - (France)
“Voile en tête” is a water sporting event of European standing, organised under the aegis of “Sport en tête”, the Union of Mental Health Sport group. The purpose of this event is to bring between twenty to twenty five sailing boats together each one representing a psychiatric hospital or social-medical institution. The crew members selected amongst patients, nursing teams, and instructors, will be brought round to exchange and meet during the sporting events stretching along the week long cruise. Even if the sporting vocation of the event is obvious, the regatta is only a pretext for a human adventure opened to the sea world, a new space likely to have a therapeutic interest. Nowadays Marseille displays a well known image of a city opened to the sailing world and the mediterranean sea so it’s quite natural that an important establishment specializing in mental health like Edouard Toulouse Hospital should organize the 15th edition of “Voile en tête” in 2006. Europe's employment structure has changed: one of the most important changes over the last 10 years is the increasing diversification of forms of employment. Around 18% of the total EU working population work part-time. The trend towards temporary agency work, fixed-term work, etc., is also increasing. Civil Society Contact Group’s Conference, “NGO and the EU: Making civil dialogue work better” - Brussels
Did non governmental organisations (NGOs) fail to take citizens on board of the European project? Should they be part of the dialogue with European Union (EU) institutions or of the contestation? What does "participatory democracy" really mean in the EU and how to link “Brussels” to the grassroots? These questions have been high on the agenda over the last years and will increasingly be in the coming weeks, as the debate over the European Commission’s Communication White Paper and the Transparency Initiative heats up. The conference will provide space for common discussion over some of these key challenges. On this occasion, the Civil Society Contact Group will present the study “Civil Dialogue: making it work better", which assesses dialogue and consultations between NGOs and EU institutions in seven different policy areas, at EU and national level. The aim of the conference is to bring together EU and national level NGO activists, giving them the opportunity to discuss the study’s main outcomes and recommendations, based on their daily experience and difficulties. It will thus put a particular focus on participation through interactive workshops focusing on key aspects of the study: improving the way EU institutions consult, transparency and representativity, and linking “Brussels” to the grassroots.

1st European Conference on Injury Prevention and Safety Promotion, “Challenges and Solutions for a Safer Europe” - Vienna(Austria)
The event is organized by EuroSafe (European Association for Injury Prevention and Safety Promotion) and supported by the European union, the World Health Organization, BMGF (Bundesministerium für Gesundheit und Frauen), Sicher Leben and the Consumer Safety Institute. The conference is a response to the European Commission’s initiative to have a Communication and Council Recommendation on this issue being adopted in 2006. The conference will also contribute to the follow up of the Resolution (EUR/RC55/R9) on “Prevention of injuries in the WHO Euro region”, adopted by the European Ministers of Health in the Regional Committee meeting of the World Health Organization’s Regional Office for Europe. Both the draft EC-Recommendation and the WHO Resolution call on member states, and in particular their Ministries of Health, to ensure proper national plans and infrastructure for injury prevention are established. Some of the issues that will be addressed are: safety of children and adolescents; safety for seniors; sport injuries; work safety; family violence; youth violence; and suicide prevention. The conference will also look into issues such as understanding common risk factors such as alcohol abuse and deprivation, developing a knowledge base for good practices in injury prevention and networking and national plan development.

European Conference on Ageing and Disability - Graz, Austria
In the framework of the Austrian EU Presidency, major European networks have come together with Austrian Umbrella Organisations to organise a European conference. The number of ageing people and disabled ageing people in Europe is increasing rapidly. The European Commission is, therefore, devoting more and more attention to this topic and has recently published a Green Paper on demographic change. One thing becomes particularly clear: the efforts of all European Member States need to be stepped up if we are to meet the challenges posed by our increasingly ageing population. This is especially the case for people with disabilities whose needs are not always met by existing services. The conference “Ageing and Disability - disabled people are ageing, ageing people are getting disabled” is targeted at representatives of persons with a disability and their families, to service providers and qualified personnel, concerned authorities at all levels, researchers and politicians. The aim is to give an overview of the state of play in Europe on the topic, to point the way forward, to exchange models of good practice and to launch a declaration of Graz. The conference will start from a global perspective of ageing and disability and then go more in depth of the situation of people with intellectual disability.

Disability Discrimination Summer School 2006 - Galway, Ireland
The second Annual Summer School on Disability Discrimination law will take place in the National University of Ireland, Galway, from 6-16 June 2006. It will be hosted by the Faculty of Law at the National University of Ireland, and co-financed by the European Commission. The main focus of the Summer School is the European Union Framework Directive on Employment which prohibits discrimination against persons with disabilities (among others) in the broad employment sphere. The Summer School appeals to lawyers and legal advisers to non governmental organisations (NGOs) interested in crafting test case strategies under the Directive on the ground of disability. It also makes the information accessible to non-legal audiences and has been successful in attracting NGOs interested in using the law to advance the rights of persons with disabilities. The Right to Live in the Community seminar is the first event organised by the European Coalition for Community Living (ECCL), a new Europe-wide initiative working towards the social inclusion of people with disabilities. The seminar will bring together key stakeholders, including self-advocates and users/survivors of psychiatry, representatives of disability organisations and de-institutionalisation initiatives, representatives of service providers, academic institutions and the European Commission.

Conference “Europe with no Lunatic Asylums” - Hrastovec,Slovenia
Danger has been associated with mental distress only from mid 19th century (monomania). Closing mad people in the lunatic asylums was a way of restoring or guaranteeing certainties – both in public realm as in private domain. Deinstitutionalisation, a move from closing people toward care in the community, coincides with the coming of the risk society where certainties are replaced by the risk and opportunities. This opens possibilities of seeking what we want rather just preventing what we dislike. In such a context, the Alpe Adria Association for Promotion of Mental Health, the International Mental Health Collaborative Network, the European Democratic Psychiatry, the Social Care Home of Hrastovec and the University of Ljubljana (Faculty for Social Work) are organising a conference on the theme “Europe with no lunatic asylums, Risk – an opportunity not a threat: Enhancing the risk taking capacities in community mental health”. The event will take place in Hrastovec (Slovenia) on 12 and 13 May 2006. The European Association of Service Providers for Persons with Disabilities (EASPD) is organising the final conference of the project "Safeguarding people with learning disabilities against sexual abuse - with particular reference to the experiences and insights of the families", supported by the Daphne programme of the European Commission, DG Justice and Home Affairs. Today, the internet is regarded as a central resource for knowledge and information. Associated with this, the idea is that everyone is able and even expected to serve himself or herself according to his or her own needs via this medium. Advanced seminar on combatting discrimination on the grounds of race, ethnic origin, religion and belief - towards effective test case strategies - Maastricht, the Netherlands

Conference Best Practice in Forensic Settings - London
The aim of this conference is to update forensic practitioners about the latest treatments for psychiatric. The organisers are the Forensic Psychiatry Home Office Teaching Unit / Department of Mental Health Science at the Institute of Psychiatry and Kings College London. Media images of violent mentally ill people fuel public outrage at isolated incidents of severe violence by the psychiatric patients and the response from the public is usually for more social control and longer periods of institutionalisation rather than a call for increased availability of better treatments and management. The advances in the treatment and management of psychiatric disorders are often slow to be translated into clinical practice. The same is true within forensic mental health disorders and how these treatments can be adopted within forensic psychiatry to help patients with histories of violence. The increasing variety of treatment options is increasing the need for selecting the best and most cost-effective care. Health insurers and other purchasing bodies are bound to play a vital role in directing patients through the labyrinth of care, while guaranteeing quality of care and maintaining financial balance. NGO Capacity training seminar “Tools to promote fundamental rights at the EL level: What about mainstreaming and impact assessment? - Brussels
The aim of this capacity seminar is to develop the knowledge NGOs have of the tools that could be used to promote fundamental rights at the EU level. The idea is to focus on a preventive approach by examining the potentialities and the limits of instruments such as “mainstreaming” and “impact assessment”. The questions that will be addressed during the seminar include: what is the difference between impact assessment and mainstreaming? What are the key characteristics of a successful impact assessment/mainstreaming of fundamental rights? How could this be developed at the EU level and what are the legal obligations to do so? What role could the NGOs play in this process?

Quality comparisons within the field of healthcare is a true win-win situation. To the consumer, who will have a better platform for informed choice and action. To governments, authorities and providers the sharpened focus on consumer satisfaction and quality outcomes will support change. HCP aims to create in 2005 the start-up of the European Healthcare Consumer Index (EHCI). The index will be created by selecting a number of indicators describing the “user-friendliness” of national healthcare systems. Our aim is to present a ranking list of the different national systems. The Index will not take into account whether a national healthcare system is publicly or privately funded and/or operated. Aiming for dialogue and co-operation, the ambition of HCP is to be looked upon as a partner in developing healthcare around Europe. In the initial years of index building, opinions brokers and policy makers like journalists, experts and politicians will be the key users of the Index. Gradually, health consumers can become main users as well as service providers, payors and authorities.

5th Nordic Health Promotion Research Conference - Esbjerg,Denmark
Health promotion is effective if it is comprehensive, community-based, and driven by empirical research founded in an appropriate theoretical base. However, in virtually all reviews of the effectiveness of health promotion interventions attention is drawn to the void in our knowledge when it comes to the interplay between intervention types in such comprehensive actions. The call for health impact assessments, for cost-effectiveness analysis, for legal perspectives, and for policy research has become urgent in our field. This urgency will only increase in times where resources for the health care system are even more critically appraised and where at the same time communities are better equipped to voice concerns regarding health and quality of life issues. The 5th Nordic Health Promotion Research Conference, on “Health and Institutional Change”, will attempt to address these challenges. Health promotion researchers, health economists, legal and political analysts, health impact assessors and others with a research interest in health and institutional change are invited to come to Denmark to exchange and share their insights.

Seminar on policy measures to ensure access to decent housing for migrants and ethnic minorities - Bedford Hotel, Brussels
The seminar is being organized in the context of the EU’s social inclusion process. While almost all Member states clearly identify immigrants and ethnic minority people as being at risk of social exclusion, it was given relatively little attention by most member states in their National Action Plans on poverty and social exclusion. In order to support the development of more coherent and integrated policies in relation to access to housing for migrants, the Commission engaged the University of Dundee to undertake a thematic study using transnational comparisons to analyse and identify the different ways which access to housing can help combat poverty and social exclusion and contribute to promoting social inclusion. The purpose of the seminar is to bring together a group of 50 key stakeholders involved in transnational projects promoting social inclusion to hear about and discuss the findings of the report
