Mental Health Europe

Implementation of mental health promotion and prevention of policies and strategies in EU member states and applicant countries (EMIP) (2004-2006)

Supported by the European Commission, DG Health and Consumer Protection

Overall objective

To improve the mental health of Europeans by creating a coherent approach to mental health promotion and prevention and to support national implementation of policy recommendations.

BACKGROUND

Policy proposals and recommendations for promotion and prevention strategies for coping with stress, anxiety, depression and related disorders have been developed in an earlier EC funded project (2001-2003). Now this project is proposed to introduce and implement these strategies in Member States and in applicant countries (currently new EU Member States) by concerted action, collaboration and cohesion between the key networks and associated member state representatives.

Partners

The project brings together a Consortium of 7 leading health Networks to concentrate efforts on sharing experience on what works in promotion activities, how to reduce risks and prevent mental ill-health.
The networks have worked together, directly and indirectly, in a number of projects in health promotion in order to promote mental health, to prevent mental illnesses and to ensure mental health is an integral component of public health.

Coordination

The project is coordinated by the Federal Institute for Occupational Safety and Health (FIOSH), Dortmund, Germany.
Mental Health Europe is one of the Consortium partners.

Expected results :

  • The Consortium will identify and integrate examples of best practice in the area of mental health promotion and prevention and prepare a synthesis of best practices to develop guidelines for implementation of promotion and prevention strategies for coping with stress, anxiety, depression, suicide and related disorders.
  • A sequence of seminars, at national and also at European level, will be organised for the exchange of information with stakeholders for promotion and prevention activities focussed on prevention of stress, anxiety, depression suicide and related disorders.
  • A benchmarking, evaluation conference will be organised annual, involving representatives of countries in which the seminars took place annually.

Specific objectives :

  • to establish a linkage with the Working Party on Mental Health Information in order to collect and exchange relevant data on the burden of stress, anxiety, depression, suicide and related disorders and by this means to ascertain in Member States appropriate settings and target populations for promotion and prevention interventions
  • to introduce to Member States and Applicant countries effective and appropriate best practices developed from previous EC projects on mental health promotion and prevention of mental illnesses
  • to address specifically the priority problems of stress, anxiety, depression, suicide and related disorders

Timetable :

  1. Year 1 (2004-2005) - analysis and summary of existent knowledge and expertise (data and practice) in order to prepare a comprehensive, generalised action plan for promotion and prevention strategies for coping with stress, anxiety, depression and related disorders and suicide prevention.
This action plan will be presented and adapted uniquely for three Member States of the EU, and three “applicant” countries (currently new EU Members States), in national seminars.
  2. Year 2 (2005-2006) - the procedures will be modified in accord with this experience from Year 1 and the action plan introduced to further three new EU Member States and four old member States by means of national seminars.
